Labels mounted on ledger paper pulled from a book. The top edge of the paper is roughed up from removal.
Just as your checked bag at the airport today would get a barcoded tag to let the baggage handlers know which cart to place your luggage, these paper labels were secured to passenger's suitcases to indicate which train car to place it in.
